IMO he would not have stepped down unless the deck was already rigged.

Ted Cruz is claiming he heard that Boehner made a sweatheart deal with Pelosi, Obama, Et Al, to pass the funding bill with all the liberal wishes intact.  He gets a cushy lobbying position in exchange.

Like he hadn't already secured a high paying job on K-street...............

I think the deal he was waiting on was to secure the speakership for another establishment stooge before he left. He wanted out after the last election so he could go on a high note but his handpicked successor messed up and got primaried out so he had to stick around a bit longer.
