There really isn't a "difference" so to say. The 300 Whisper started from the .221 Fireball. It only took a very short time for people to realize that the .223 was much more readily available (and cheaper). The whisper technically has a sharper shoulder, but not so much that it can't be loaded into a blackout.

The whisper loads were designed to be shot from bolt guns and single shot pistols (Thompson Contenders). Due to this, the loads were not very AR15 friendly. AAC made the Blackout with SAAMI req's so that it would function properly in the AR15.

If you trust the reloader, whisper can be shot from a blackout.
