I think stating that they're already under Martial Law is jumping the gun, by a very, very wide margin. 

 

The City Council made a decision.

 

Tell me what city wouldn't make this decision - you have a city that also is home to a military installation.  In some sort of emergency (example, Katrina, Sandy, etc), you, as the City Council members decide that maybe, just maybe, that in-city military installation just might be better at handling this situation that your city police, firefighters, volunteers...

 

That's the decision that the City Council in Tucson came up with.

I am a bit skeptical of the news source on this one.  

 

Elsewhere I'd posted a direct link to the declaration of the city clowncil.

 

This is a mayor and council that fought against bringing the F-35 to D-M "because they're loud".  Blue island, red sea.

I have been stationed at DM many times over the years and at the time were flying the A10, very quite. But just down the road you have the Air Guard base flying the newest F16s and being an ex crewchief on those for many years I can say those are very loud. Don't see the difference.
