Which is best? New Ruger American in 270 no scope for $299.99 +tax and background check or a used Marlin XL7 270 with Nikon prosatff scope and 100 rounds of ammo for $350 out the door? Any help is greatly appreciated.

My advice is way the pros and cons as you see them and get the one which ticks more pro boxes. We can’t read your mind, best for what? They are both entry level basic guns that can put meat on the table. If you are looking for best deal and the marlin is in good shape it’s prob the better deal. scope and 100 rounds will cost more than 50 bucks. But I have not seen the gun - it may be trashed.

The Ruger, hands down.  Ruger makes a FINE bolt action rifle, and the Ruger American line is very good.  If you're pulling one for $299 right now, that's a screamin' deal.  The trigger is great, and easily adjusted, it's a 3-lug bolt, and it's already pillar-bedded into the stock. Already has a Pic Rail in the top, too.

Don't pass that up, if you're nailing it for that price.

Heck guy Buy both of them, try them out and sell the one you don't like the best, and half of the ammo, probably after this winter you can get all of your cost of the ammo and extra rifle back.
