I installed a PWS-PRC comp/brake using the supplied shims and torqued it to spec. but after firing 30 rounds I found that it had turned and was finger tight, should I use locktite ?

If you're in a hurry GB is likely your best bet.... I don't know what your price range is but they have several LWRC /REPR's on there .. http://www.gunbroker.com/Auction/ViewItem.aspx?Item=279919701 The LWRC's cost more but they come with nicer furniture.

I believe 7.62 is Military spec. as far as lowers go you could use a lower stamped 7.62 on a upper chambered for.308, it makes no difference.
