Put the welfare recipients to work doing that crap to earn their benefits, take the money the employers of the illegals were paying them and put it back into the welfare system to subsidize it. Plenty of long time after Nixon nixed the partial gold standard. In Kentucky, tobacco and horses were still being worked by whites and blacks into the mid '90s. Now it's all "undocumented migrants".
