Basically, what it says is that after implementation every person on the trust has to be fingerprinted and photographed but no one has been able to figure out if that has to be done once or for each additional item added to the trust! 248 pages and still clear as mud! Typical government way of doing things.

I predict this will be the first thing challenged or withdrawn (quietly withdrawn).

You don't tell the Hunts and Rockefellers that everyone on their bullet-proof trusts (trusts these same type families pushed to get legislated protection for in the first place) needs to be photographed and fingerprinted, to be kept on a file accessed by every Tom, Dick, and Harry working for the feds.

what it says is that everyone needs to be done once every 2 years, assuming no new trustees have been added since the last time. That actually means if a stamp has been APPROVED in the last 2 years with newly sent in prints, you don't need to do the fingerprints again
