The way it seems to read to me is that any activity directly related to obamacare cannot be used as a way to do the gun stuff.

In other words, they can still do gun stuff unrelated to obamacare.

Saw this somewhere else and it was shot down.

 it only concerns the collection of data for obamacare.

Basically stopping the .gov from using the gun related questions more and more doctors have on their forms to create a database of gun owners or as an excuse to charge more or refuse coverage.

It does nothing to stop them from just creating new legislation for a registration requirement at later date.
