Jgun, they do it all the time. Both parties employ that trick. They will put stuff in a bill that has absolutely nothing to do with the original bill. Sometimes one party will do it as a concession to the other party to gain more voted from the opposition, other times they do it to pass something that would not pass on it's own so it gets attached to a bill that both sides want to pass. This is just one example of the dirty underhanded politics our representatives practice! Your tax dollars at work right there my friend! >:(

I'm trying to figure out by what logic  a high cap magazine restriction amendment belongs in a cybersecurity bill?

The logic is sneak it in under the radar, whatever it takes to get the BS past the filter of the people who do not wish to see their rights diminish. In this case, it's just another government failure.
