P mags with out dust covers?

i was loading up some .556 mags the other night and opened up some mags that were in the back of the safe. I think they were gen 1 cuz I'm pretty sure gen 2&3 are stamped m2 or m3. Anyways these were new in package but there weren't any dust covers? I'm pretty sure I traded some .22 for them with a guy that can buy whole sale. Is this odd? Or did gen 1 not have dust covers?

I've bought lots of 5.56 p-mags without dust covers, M2 regular and windowed don't come with them but M3's do, at least what I've seen. 7.62's I've seen always included the cover but I've only been buying them since this June.

The more recent production M2s didn't ship with dust covers. The earlier ones and the M3s do.

Mine are all in the junk drawer.
