If I understand this correctly, you will trade that lower for a receiver extension and stock. EDIT - I will buy buttstock parts and send them to you in trade for a lower, but you just need to clarify the parts you need. List them out.

Sounds like the M4 carbine right there, from your description. Which has a 14.5" barrel. Make it legal and pin it with an extended muzzle device, to make it civilian-legal without the SBR tax stamp. Pick your parts carefully, and you'll never have to change a thing. I have several 14.5" pinned carbines - I don't change them up. I built them the way they needed to be built. They each have their purpose. <thumbsup>

What is the overall intent of this rifle? Sounds like you want a carbine. If you want a carbine, then build a carbine, and make that bastard as short as possible, legally. If you want something longer than that - then build it next... There's no "universal upper" out there. Once you decide on what you need/want, then you don't need to change parts around, change gas blocks, change barrels, etc. You build another upper for an idea like that. Changing this much means a new upper. Which means a new rifle.

That cannelure isn't there for COAL on 300BLK loads, brother. You sometimes need to adjust. That's there for .308 Win loads, for military loads. Nobody else uses a cannelure, but the .mil... EDIT - Example here, on my 150gr loads - barely even touch the cannelure when I get the COAL that I need/want...

Do the 14.5" barrel with a pinned, extended muzzle device. You'll be happier in the long run. If you can find a 14.5" barrel with midlength gas system, you will really, really be impressed with how it shoots. I set Pinky up that way, and the damn thing is one of my favorite rifles... <lmao>

The AR rifles I've built for accuracy have stainless barrels. 18.5" .308 AR with FA Criterion barrel. 5.56 Woody NM rifle, with Wilson Arms 20" 1:8 .223 Wylde chamber, 5.56 16" precision gun with Wilson Arms 16" 1:8 .223 Wylde chamber, 5.56 Mk12 Mod 0 with Wilson Arms 18" 1:8 .223 Wylde chamber. ^^^ You should see a pattern there... Those 5.56 rifles are ridiculous-accurate with anything from 69gr to 77gr ammo. The 18" Mk12 does amazing things with my Varget-55gr loads, too. The Fulton barrel on the .308 is just straight badass. Doesn't matter what it's shooting. "Stainless Steel Barrel Day At The Range" with me is a fucking hoot, man. <thumbsup>

The BCM lightweight barrels are badass - I used their lightweight 14.5" carbine barrel on my son's rifle, with their pinned A2X flash suppressor. Great barrel...

^^^ Nope, there's no TDP to follow like there is for the M16/M4, because there were never multiple providers for the SASS. Since KAC was the single-source provider, the .mil hasn't stated a TDP to run from. There are no blueprints to follow for the .308 ARs.

Alright AZ Brothers, we're going to need to set up a shoot for a visiting friend sometime after Xmas this year. No turbo. Stock engine internals, completely, with a Sparks full exhaust, Sparks tuner, and AirRaid intake system. It's 107hp stock, at the crank, and that stuff might have given it 10% more. Damn thing is fast, and that's more in the clutching mods - he nailed that $hit on the first try, the combo was perfect.

Close, but differences... Don't start off by replicating the charge weight, because my H110 isn't identical to your Lil' Gun. My projo is pretty damn close, so COAL shouldn't be an issue. My LC brass has a little bit less case capacity than the once fired Rem brass, if you're using Rem .223 brass and not 5.56 NATO brass... 150s through a 300BLK rifle fuckin' RIP!
