Huh?  Seriously - I'm interested in what is happening here.   I'm not aware of any routine censorship of internet content crossing national boundaries - by governments.  

I understand that private content providers may black-hole certain portions of the IP space (e.g. a former employer does business exclusively in the US, and maintains a policy that their systems and data can only be accessed from the US, so THEY black hole all APNIC (the manager of IP space for Asia/Pacific) and many other non-US IP ranges - but this is their decision and is enforced in their routing tables (any packets routed to the "black holed" IP addresses is simply routed to the bit-bucket instead of back out into the internet.   

Are you saying that the US Government is actually blocking access to the link above?

 I don't believe either government is blocking this signal. The use of my communist reference was primarily a response to a particular fecal matter agitator  ( who shall remain nameless but is quoted below). I wasn't even thinking of governments when responding but more of a state of mind.
