What is a decent tactical flashlight that I could mount on my 17 hmr that is easy on the wallet?  Other than zip ties and a regular flashlight

I'm not sure what your budget is, but olight makes some good lights that are not too expensive.

I have mostly Surefire and Streamlight, the later being more affordable. They compare pretty similar for my use. I don't own one myself but friends and family have various Olight models and I've never heard them complain, the build looks right there with or better than Streamlight.

I have two of these, and they're pretty damn nice.  I'll buy more, over time, and still like them - and not look at SureFires and Streamlights again.  OLights like these blow those two companies away.  You won't regret it, and if you think it sucks - I'll buy it off you for what you had to spend on it, plus shipping.

My son-in-law, who is in LE, got me hooked on Fenix products. He has to use his light all the time to find evidence in the weeds at night. He made the mistake of leaving his EDC flashlight at the house one day, and my wife (and I) quickly developed flashlight envy.  They sell a variety of very high quality lights.  I currently use the PD-36 3000 lumen one, which doubles as a gun light using a simple rail mount. I like it enough that I got the wife a PD 40 for Xmas.From my personal experience, the PD36 is plenty bright to easily use with a decent scope (2 Leupolds and a Vortex) out past 75 yards. I don't like coyotes creeping around my lake cabin.  PD 36 is about $100 rail mount is $20

I got the o-light mini today.  Didn’t get home until late. I am impatient waiting on it to charge up.  I mounted it on my 17hmr Ruger precision

You will have to get your own, lol, I am keeping this one.  Pair this rig with my handheld thermal and nothing is going to sneak past me
