It can be done with a drill press or even a hand drill. The pilot hole is there. Just lube it and go slow. Don't push the drill. Let the bit do the work.

I didn't want to be the one to call these neat-freaks out. But, since you said it, are you really supposed to clean these guns? I thought you were supposed to get more guns so you don't have to clean them.

I have been known to use a crescent wrench.

In addition to the above questions, have you tried more than one magazine or more than one magazine brand? Some guns prefer certain mags. There's no telling which ones until you try more than one.

Sorry to hear about your health issues. It's good to hear it is responding to treatment. I may have missed it if you said it somewhere, but have you shot the rifle yet? Many of their later rifles are functional from the factory, although not quite "correct."

PSA makes some fine products. 308ARs just aren't included in that. The good news is that it is usually fixable without too much effort.
