The Giffords shooting also highlights another change in society: a turn from facing an attacker to fleeing. The biggest issue is lack of training. A majority of law enforcement get annual recurrent training and qualification on sidearms, if that. Most are off duty or not included when major training drills happen. But it is training, no matter how little. The 99.99% of people owning firearms that don't have any training beyond learning how to hit a piece of paper on a range, these are going to be the true on-scene "first responders". At the Giffords shooting, the two people who admitted they were CCW chose not to engage due to the chaos...50 people running 120 different directions.
