Do it. You have a good recipe, and to have the same lot of powder for that long will help. There can be small variations between lots, not always, but there can be. 8 lbs will give you consistent loads for a while.

The 39.9 looks good to me. As long as it doesn't op up at 300 beyond what it is expected to, I'd go with that and load up. Your groups will close with more practice too.

I have Bates for my SERT uniform, the seem okay, but they aren't my daily duty boots. Cochran for summer and our custom Jack boots for winter, which are like slippers!but I agree with Rob, Merrells for every day footwear are super comfortable.

At a boy! I am on the second go around, and I'm completely happy. Sometimes you just have to do these things and find out, figure it out on the fly. That is a good range for the ring. You can always go big at the 10 year anniversary of you want to have an easy gift.
