Tough spot to be in for the department. Neighbor makes a claim he's being threatened,.... 1) make a visit and do nothing else.... A) neighbors fight for years, no big deal. B ) complaining neighbor gets shot....lawsuit follows for lack of action on complaint. 2) make visit to cranky old vet and assess his mental state.... A) he's violent and angry, temporarily remove weapons, face criticism from 2A group B )seems normal, complaining neighbor is a dick. Leave....refer back to option 1 It sounds like a shitty case, but I don't know this vet and can't give him the benefit just because he is a vet. There are many levels of crazy people and assholes all over the world in some of the most respected positions. Sounds like he is regularly into his neighbor's affairs...and probably well deserved. Just strikes me as odd to call the cops claiming to smell toxic chemicals.

BTW....underground range....8' diameter Reinforced Concrete Pipe for the main shaft. A little pricey, but you can lay it easy, and it's already designed to be burried. The city/county should have no issue with that aspect of it.

Your architect will need a quick topo of your lot. Location of the existing structures relative to the property lines. They'll need to know about any set backs or easements....I know a guy who knows a guy who can map all that crap out. Just sayin.

It was once wisely pointed out to me that an adjustable gas block can only lower the ammount of gas flow. Makes sense, yeah? So if you need to make adjustments, you'll have to either open up the port, or lighten up the moving parts.
