Very true. Water rights are a tricky subject all around and these states could easily find themselves at fault for flood damage. I bet there's a ton of attorneys that will love that case. I vote wood frames before pvc. We made a few pvc frames once....VERA absolutely destroyed them. One bad shot shatters pvc and can create lots if small plastic pieces to pick up. Cheap and easy stand? Grab some of those wire frames with the corrugated plastic signs...like politicians and realtors like to use. Hits to the wire can cause a little damage, but if you have a whole case of em...who cares? Don't worry, it gets worse. If you have to order the gun, and wait more than 30 days...you get to fill the papers out again and your 10 day wait restarts. Even though you may have just waited 3 months for the gun to arrive. Wouldn't want anyone making heated decisions at the gun store.

They focus to a point, or flood...have a low high and strobe. Run on C batteries. The link I found is for a 4 pack at $15 each.
