Been on the Spanish train system, Went from Madrid to Pamplona, where they run the bulls. The train system is awesome. Those two guys must be really dumb.

This pattern has exsisted for a long time on huge projects and the contractors thrive on clients provided opertunities. 

The industry joke is that the last time a large infustructure project was built on time and on budget was when Noah built the Ark and he was an amuteur.

Back in May of 2014 France ordered a bunch of trains that were too wide. Costing taxpayers 20 billion. 1860 trains.
