They do that to prisons too. Over at Folsom prison (the same prison Johnny Cash sang about) they put drugs in tennis balls and launch them into the yards.

At the Tucson Complex, Rincon Unit, a couple of COs were sitting around one night and they heard a WHOMP on the roof of the control room.  One went out the escape hatch, to find an arrow with a couple of ounces of pot wrapped tightly around the shaft, stuck in the roof.

Investigation showed they'd been shooting drugs into that yard for many months.

Turns out they were having the inmate on trash detail pick it up, forward it to the dealers inside and then pad his inmate account.
