However, comma, pause for effect... if you, as a manufacturer, engrave a guy's stripped lower before sale, and he's just purchasing a stripped lower from you, then you haven't manufactured anything. You just engraved a stripped lower before you sold it to the guy. On your part, as a dealer/manufacturer, that engraved, stripped lower still transfers to the buyer as "Other" on the 4473. Ident Marking Services and Orion Engraving don't manufacture SBRs by engraving them - they just engrave lowers to the LEGAL BATFE requirement.
  6. You already have the can, brother, I'm just sayin'. Bolt guns are still legal for you. Again, just sayin'. For the 300 AAC BLK, that rifle (out of the box) is about as good as it gets. Heavy threaded SHORT barrel, proven action, tons of aftermarket support for the platform. That rifle, plus a 51t Brakeout .30 cal, and you're in business. Only downside I see to this one, is the price of a detachable bottom metal conversion. Pacific Tool & Gauge (PTG) is the only one I see out there for 5.56 bolt guns on Rem actions, and that's what you'll need. Runs AICS mags. Now, ON that thought, I ventured off the rez and searched out the Mossberg MVP 300BLK... Already had DBM setup from the factory, medium-heavy barrel, threaded of course, and SHORT (16"). Mossberg LBA trigger, which is quite good. Runs any AR mag you wanna toss in there. Add 51t Brakeout to that, run your current 5.56 mags, still as quiet as that Rem 700 above. <thumbsup> Enter the Mossberg 27718:
  7. Your standpoint, and a buyer's standpoint, are two completely different things, brother. Completely. You're saying something has to be transfered as a rifle or pistol based on what gets stuck in it's butt. Not the case. Maybe for you, depending on what you stick in it's butt - but the buyer doesn't need anything stuck in the butt. They just need a lower, so they can move on. That transfers as "Other," and it definitely isn't a pistol or rifle on a 4473. It's just a lower, and it's "neither" at that point. Don't confuse people with the steps that you need to make, as a retailer - when most of the people here just need a stripped lower. If you screw a pistol buffer into a lower in the shop, and someone comes in and says "I just want that sweet billet lower!" ...does that mean that since you inserted a pistol receiver extension into that lower, that you need to transfer it as a pistol? Nope. It's never been barreled. It's never been "built," until it's been barreled. That stripped lower must transfer as "Other" on the 4473. Let's say you build a complete rifle, with a MagPul PRS on it, rifle receiver extension, 18" barrel. You have that built rifle on the wall in your shop, on a Mega ambi billet lower. Mega transferred that to you as a stripped lower, and records prove it. Dude walks in off the street and says, "I need a Mega ambi billet stripped lower!" You tell him, "Man, I'm FRESH OUT! Sold the last one ten minutes ago. Only one I have is on that rifle on the wall. Gonna be 10 weeks before I get another shipment." Dude says, "I don't need a whole rifle, just THAT lower, man! I'll pay you $200 over the MSRP of THAT LOWER, just so I can complete my build!" What do you do, FFL? Shipped to you as a stripped lower, on transfer documents. You assembled it and it hung on your wall, as a display - but it's never transferred again. Do you rip it down to the stripped lower and transfer it as "Other?" Do you make the guy buy it with the rifle receiver extension in it, and transfer it as "Rifle?..." I already know the answer to this one, Shib. It IS a trick question.

  13. The safety has it's detent holes drilled wrong. Get a different safety lever. Did you have to drill the safety detent hole in the lower?
  14. Whatever you do, just remember - some rifles are well supported, over others. Some rifles have alot more out there that you can do to them. Some rifles come with everything you need already on them. Ron is going to be in here sometime soon, and I predict he's gonna tell you, "MRAD OR SIT ON THE PORCH!   17. Not true. Once it's barreled, it's determined. You might be talking about dealer $hit here, and what you have to do as a dealer to sell a lower. That's not the case, with us builders. Not at all. You're confusing what you need to do to sell a lower, not what we need to do to buy them. If someone buys a stripped lower from you, as a dealer, it must be recorded as "Other" on the form filled out in your store. Must. That change went into effect in 2008.
  18. No minimum overall length, but once a pistol hits the 26" mark, BATFE says it can't be easily concealed, and it ceases to be a "pistol" anymore, based on the "easily concealed" criteria. Once it crosses 26", it then just becomes "Firearm" - not "pistol" anymore. You can put a vertical foregrip on a "Firearm," but you cannot put a vertical foregrip on a "pistol." That's the difference between the two. Also, by "registered," are you talking about the 4473 block that you check? Or are you talking about registration, like local and state laws? Any stripped lower that goes on a 4473 should now be checked as "Other." It's a stripped receiver - it's not a pistol and it's not a rifle. It's just "Other" on the form now.

  23. To a degree - the 26" restriction is there on pistol builds. If it's registered and built as a pistol, the 26" restriction is very, very much in effect - nothing exempt at all about the 26". Once you cross the 26" length, it's not considered "concealable" in the eyes of the ATF, therefore it is not a pistol anymore. It's simply a "Firearm." There's no restriction on what you can add to a Registered SBR. Pick your barrel length, pick your furniture, whatever you want on the basic SBR itself. ^^^ Blue nailed it.
  24. Your buffer isn't getting pushed off the retaining pin by the upper receiver, when the upper receiver closes on the lower receiver. Everytime the bolt carrier goes all the way forward, it's not keeping the buffer from running into the retaining pin. It's a machining issue. Pics are necessary, of the buffer face, for confirmation of this. We have seen this before - the first time it occurred here, it was on a IRA matched set (lower and upper). The CMMG part and the POF part are not playing well together. I thought the POF stuff was proprietary? Meaning, they're stuff doesn't match any other manufacturer out there. Gonna have to see pics of how those two mate together. If they match up, and it's machining differences, you can use the Tubb Carrier Weight System to fix the problem. If they don't match up perfectly, you need to pick which one you like the best, and buy the corresponding "other part."
