In the end they mostly just serve to get all the garbage guns scrapped for the money to buy good ones.Unfortunately, in some cases criminals can use the programs to get rid of evidence. So I guess it's still a double edged sword. I wonder if home made guns count. I bet I can very quickly scratch up some hardly working junk rifles to turn in. LOL.
