From the looks of the pic I would imagine the out side legs are fastened to the dowel and the inside ones pivot

The central dowel is fixed to the outer legs so as you fold the legs out the 'rack' self levels and remains fixed horizontal.

Sorry guys I don't have a build sheet or plans to offer, I imagined what I wanted and went to the local hardware store and bought the timber, I don't 'do' woodwork but they turned out pretty well considering, hopefully the vandals at the club won't wreck them and they'll last a few years.

Looks like some 1x4's, handrail or closet rod for the center rod, and 1/2" (or slightly larger) for the divider rods. The rest is easy.

 

And don't forget the small back piece  for the buttock backrest on the bases.
