You pay for two dros Only in Cali. Most other states, you fill out your 4473, get called in (unless your a CCW Holder), and walk out with the firearm. Probably both firearms, in the case of this sale. That 30-day thing for the second one is also because of Cali laws - no more than one firearms purchase in a 30-day period. If you see one in the LGS at a "reasonable" price, grab it.
