It is the lock the whole thing is just a mastery of precision the scope caps are pinned and you can not reverse them or turn them around they only fit one way.... They are a company that it's main business and selling point is that they deliver to your door,they handle the paperwork they have specials on they pay the tax stamp etc. if they are removed their business model is Kaput! If cans go off the NFA then they don't need all those offices and paperwork. If suppressors are OFF the NFA, you can just stroll into your local gun shop, pick a can, 4473 it, pay for it, take it home that day. It blows their business model out of the water, if cans are OFF the NFA - and pretty much makes them useless. Of COURSE they want cans ON the NFA - that would protect their business model, and keep them viable in the future. Their only defense is that they ARE lobbying for a $0 Tax Stamp - but leaving cans ON the NFA - cheaper for customers, not shelling out another $200 Stamp fee - but keeping cans ON the NFA keeps them in business, with the model they've developed... Another issue with leaving suppressors on the NFA with $0 tax stamp is the increase in the "legal" database of gun owners with NFA items.
